March comes in like a lion is because it is just ending winter which can be fierce like a lion. At the end of March it goes out like a lamb because it is spring meaning soft like a gentle lamb.

The expression might mean that the weather comes in wild like a lion because it could be snowing and windy the first day of March and sunny and raning the next day. At the end of March the weather can be like a lamb. The weather is calm even though it could still be raining.

On the first day of March it was a snowy,cold,and rainy. I think that this is what is meant by the roaring lion. Since then, the weather has been milder and no snowfall recorded. On the weather channel, the forecast shows a warming of the weather temperatures. This must be what is meant by the lamb.
